Current Director of the General Office of the Development Research Center of the People’s Government of Ningbo, in charge of the comprehensive work of the office.

Working on human resources and administrative management for a long time; participated in the research on "Studies on Strategic Structure and Countermeasures on the Construction of Regional Talent Highland of Ningbo"; wrote and published "Studies on the Development Trend of Human Resources","Strategic Positioning and Framework Design of the Convention and Exhibition Industry of Ningbo" and "Thinking on the Construction of Learning-based Party Organization" in the Economy of Ningbo; participated in compiling Report on the Development Research of Ningbo, etc.

Research Division I

Taking responsibilities for research management; organizing the construction, liaison and coordination of the decision-making consulting and research network and the expert database for the municipal government system; taking responsibilities for the organization and management of external liaison; organizing consulting on foreign policies and academic exchange; editing Ningbo Economy, Tri-river Forum and Advices on Decision-making as well as administering related networks; undertaking integrated investigations and significant subject researches; etc.

Person in charge: Zhang Hua,male,born in Ningbo Zhejiang in 1971

Currently Chief of the Research Division I of the Development Research Center of the People’s Government of Ningbo and Research Assistant. He graduated from Renmin University of China with a bachelor degree on laws. He worked at the Social Science Association of Ningbo from 1993 to 2000 and then the Social Science Institute of Ningbo (Economy Research Center, Social Science Association) from 2001 to 2005. He was engaged in office administration, magazine edition and researches on decision-making. He has been working on research management for a long time.

He participated in more than 20 research projects concerning key provincial or municipal subjects as well as special industry planning, such as Researches on the Development History of Ningbo and Its Values, Researches on the Construction of An Internationally Modern Port City by Ningbo, Researches on the Transformation of Ningbo Free Trade Zone To be a Free Trade Area, and Researches on Urbanized Development Strategies of Ningbo. He also participated in the design, research and edition of many monographs, subject series and integrated subjects, covering Coming Era of Auto and Urban Development of Ningbo, Mixed Economy Theory and Researches on Ningbo Practice, Selections of Excellent Social Science Research Results of Ningbo. Currently, he is working on management of decision-making researches. His key research fields refer to regional development strategies, regional urbanization, free trade and port construction.

Research Division II

Taking responsibilities for researches on urban and port development, structural reform, opening-up and government functions; providing theoretical guidance as well as advices on decision-making and policies; taking responsibilities for investigations on the municipal economic and social development; conducting prediction and analysis on the municipal economy operation; giving suggestions and opinions on the integrated application of economic and social development policies.

Person in charge: Shen Xiaoxian,female,born in Fenghua Zhejiang in August 1975

Currently Chief of the Research Division II of the Development Research Center of the People’s Government of Ningbo and Research Assistant. He studied in Nanjing University from 1993 to 1997 and obtained a bachelor degree. He worked at the Economy Research Center of Ningbo Government from 1997 to 2001. He studied in the School of Law of Zhejiang University from 2001 to 2004 and obtained a master degree. After that, he served at the Social Science Institute of Ningbo (Economy Research Center, Social Science Association) from 2004 to 2005. He has been working at the Development Research Center of the People’s Government of Ningbo since 2005.

Key research fields: regional economy and law. He participated in researches on many municipal key subjects, covering Investigation Report on the Development of Private Enterprises of Ningbo, Researches on Further Enhancing the Capability of Balancing Supply-Demand of Resource Factors, Researches on Countermeasures for Further Promoting Intensified Application of Land of Ningbo, Thinking on the Accelerated Transformation of Economic Growth Methods, Researches on Promoting the Regional Economy Development of Ningbo, Researches on Strategic Positioning and Functions of Ningbo in Yangtze River Delta, On Constructing Ningbo To be a Socialist City Governed by Law, Enlightenment from Achievements and Practice of Ningbo in Thirty Years from the Reform and Opening-up Policy, Researches on Evaluation and Assessment Indicators System for Ningbo As an Innovative City, Comparative Researches on Ningbo and Internationally Advanced Cities, Features of Economic Development Phases of Ningbo during the “12th Five-year Plan”, Wholly Comprehending the Significance of “Innovative Transformation and Development”, Mixed Ownership Economy: Practice and Exploration of Ningbo, Emphasis and Countermeasures for Ningbo Participation in the Construction of “Two Centers” of Shanghai. He was responsible for preparing many analysis reports on economy and fulfilling integrated paper work assigned by CPC Ningbo Committee and Ningbo Government every year. In recent years, for research achievement wholly or partly made by him, he obtained 3rd Prize of China Development Research Award twice, 2nd Prize of Zhejiang Development Research Award once, 3rd Prize of Annual Excellent Research Results among the CPC and Government System of Zhejiang once and Award of Excellence once, 1st Prize of Excellent Philosophy and Social Science Achievements of Ningbo once and 1st Prize of Award for Publishing of Ningbo once.

Research Division III

Mainly responsible for researches on regional economy, industrial economy, finance, resource environment, agricultural work and coordinated urban and rural development; giving theoretical guidelines, decision suggestions and opinions on policies.

Person in charge: Nong Guixin

Current Chief of Research Division III of the Development Research Center of the People’s Government of Ningbo and Associate Researcher. Graduated from the Agricultural University of Guangxi (currently Guangxi University) in July 1996 and obtained a master degree. Used to be engaged in technology consultancy and research, magazine edition, research on soft science and decision consultancy and research.

Research Division IV

Mainly responsible for researches on technology,education,culture,political science and democratic rule of law,social insurance,social stability and other social development aspects;giving theoretical guidelines,decision suggestions and opinions on policies.

Person in charge: Deng Xiaohe,male, born in November 1962

Chairman of the Talent Institution under the Development Research Center of the People’s Government of Ningbo and Researcher. Graduated from the Graduate Class of the Party School of CPC Central Committee in 1989. Served as the Associate Researcher of Research Division I of the Development Research Center of the People’s Government of Ningbo, Deputy Chief of Research Division IV and Chief of Research Division II.

Used to be engaged in technology in military enterprises and academic and theoretical research for over ten years in the provincial social sciences association; served as editor and journalist in press. Current Visiting Researcher for Chinese Academy of Personal Science and Member of Finance and Taxation Academy of Ningbo.

Main research fields: research and policy consultancy on industrial economy, party construction and talent theories.

Main research results: mainly edited "Guideline on the Construction of Leadership Team", "Theories and Typical Examples on International Industry Transfer"; coauthored "Development Progress and Its Value of Ningbo", "Talent Development Report of Ningbo", "Industry-based Strategy of Ningbo","Ningbo as International Modern Port City"; participated in investigation and research subjects and reports, including "Internationalization of Ningbo Relying on Shanghai", "Stable Development of Ningbo", "Optimization of Industrial Structure and Selection of Strategic Industries of Ningbo", "Studies on Upgrading of Consumption Structure of Ningbo"; published more than 100 academic papers; more than 10 articles published in Guangming Daily, including "Reasonably Identifying the Ranges of Government Investment and Private Investment"; five articles from "Open Market and Reasonable Protection" wholly reprinted in national newspaper; finished over 1 million characters.

Talent Institution

Taking responsibilities for researches on significant theories and practical issues of talents in Ningbo; participating in drafting important policies and documents related to talents; organizing researches on key talent subjects; editing and publishing Report on Talent Development in Ningbo; co-organizing Ningbo Forum on International Talent; organizing the construction of talent research network, expert database and research base.

Person in charge: Zhao Quanjun, male, born in October 1975

With a PHD degree; associate researcher. He used to be Associate Consultant and Vice Chairman of Talent Research Institute of Ningbo. He worked in universities and large-scale private enterprises. He was selected to be among the third-level group of New Century 151 Talent Project of Zhejiang. Currently he is the Specially Hired Researcher for Marxism Research Base of Ningbo, Specially Hired Researcher for Spiritual Civilization Research Association of Ningbo and Member of 10th Committee of Youth Federation of Ningbo.

Research fields: public administration, human resources administration, public policies

Key achievements: authoring and publishing three monographs; participating in the edition of four volumes of Report on Talent Development of Ningbo; holding more than 70 research projects covering different subjects with a series of research results concerning talents, service outsourcing, urban complex, talent development, public facilities governance in countryside and new rural construction; publishing nearly 40 academic papers, among which 2 papers were completely reprinted in the copied materials of Renmin University journal. He obtained the 1st Prize of Award of Social Science for the Youth of Ningbo once and 1st Prize of Excellent Philosophy and Social Science Achievements of Ningbo once.
